Some time ago, a doctor trained in another country couldn't get his license (in Canada), ended up driving a taxi for some years.
This taxi driver applied to the United States, was accepted for a doctor, and no doubt is working in his profession, but Canada (Ontario) rejected him.
Canada is too much of a doubting Thomas when it comes to doctors and professional medicine.
